Halfway House Resident Charged In Woman’s Death

BOSTON — The family of a mental health worker who was killed on the job is suing the Revere facility where she worked.

The body of Stephanie Moulton, 25, of Peabody, was found behind the St. George Greek Orthodox Church on South Common Street in Lynn in January.

Police allege Mouton’s body was dumped in Lynn after she was killed by 27-year-old Deshawn James Chappell, who is a resident at the halfway house where Moulton was a senior counselor.

“Everyday is a new reminder. You live it over and over again,” said the Moulton’s mother, Kim Flynn. “I really need to hold somebody accountable for this. There were too many mistakes, too many. Nobody can justify what happened to her.”

Moulton’s family contends that the North Suffolk Mental Health Association failed to provide a safe working environment for Moulton.

“In this particular case, Stephanie was allowed to remain there alone with a person with a very violent past,” attorney Barry Feinstein said.

“I am not doing this for the money. I am doing this to make certain people are held accountable so no other mother has to be told what has happened to her daughter,” Flynn said.

Chappell is still awaiting trial.
